<br />Mary Maxton - 2125 Argonne Drive, Mpls., Mn - Inquired as to how the January 1, 1990 <br />date was determined as the deadline for implementing 4 in 40 zoning. <br /> <br />Mr. Hartley stated that within the last month the City has finalized negotiations with Metro <br />Council for a sewer capacity expansion that included implementation of 4 in 40 zoning. <br />The City tried to get a one year time frame in which to implement 4 in 40 zoning and the <br />Metro Council compromised to January 1, 1990, much to their opposition. <br /> <br />Ragna Pearson - 8846 Hwy. #10 N.W. - Inquired as to why the City doesn't get itself <br />excluded from the Metro Council jurisdiction. <br /> <br />Mr. Hartley replied that the City cannot secede from the Metro Council. <br /> <br />Mayor Reimann explained that the Metro Council jurisdiction is the 7 county area, which <br />was designated by the State. <br /> <br />Ragna Pearson - Stated that people no longer have property rights. Stated that she owns <br />215 acres and inquired as to what she is supposed to do with the undevelopable land once <br />she develops 4 homes on each 40 acre parcel and who is responsible for the property taxes <br />on the land that must remain undeveloped. <br /> <br />Mr. Otto stated that Metro Council wanted the 4 in 40 zoning policy implemented within 60 <br />days; mechanics wise, it was not possible and they agreed to a January, 1990 date. <br />Regarding Burns' situation with respect to Ramsey, Metro Council is considering <br />expanding from a 7 to an 11 county area. <br /> <br />Ron Hunt - Ramsey - Stated that he and his father own 400 acres in Ramsey; the <br />investment inptoperty was made based on the information available at the time; it's not fair <br />when the game plan changes so quickly that property owners cannot adjust. It is the job of <br />the City to watch out for and protect the best interest of the land owners; landowners will <br />lose a lot of money with 4 in 40 zoning. When the City makes decisions, it has to take into <br />consideration the loss that property owners will realize; the city will have to negotiate with <br />Metro Council again for more time to implement 4 in 40 zoning so people will have <br />sufficient time to plat and be able to develop their land fully. <br /> <br />Jake Barthold - Inquired if Ramsey's Charter has a provision that makes ordinances subject <br />to public referendum. <br /> <br />Mr. Hartley replied that the Charter does have a provision for referendum on ordinances; <br /> <br />City Council/August 28, 1989 <br />Page 5 of 8 <br />
