Hartley presented copies of the stipulated agreement that has been submitted to the Administrative Law Judge and entered into by all four parties. The judge has accepted the stipulations as the record which will be submitted to the Departrnent of Transportation and the Railroad Regulatory Board for their respective orders. Rd. *83 and a very small piece of property owned by Ramsey is needed for right-of- way. Motion by Councilnember DeLuca and seconded by Councilmernber Sorteberg to adopt Re:solution #88-52 conveying City owned property to the County of Anoka for use as road right-of-way for County Road No. 83. Met Council indicated that Rarr.sey would have to initiate an amendment to it's Comprehensive Plan. Met Council also indicated that Ramsey would have to resolve it's rural density issues by setting a future date, possibly late 1989, when the one lot per 10 acres would be effective and enforced.
