We will look at existing Council <br />policy, analyze the local requirements for development density and on-site <br />septic systems, and talk with local elected officials and staff. <br /> <br />The Council's rural service area policies support urban-density development in <br />areas where the necessary services are available or planned. In areas where <br />urban services are not available or are not planned, then the Council policy <br />encourages low-density development (1 dwelling unit per 10 acres, based on a <br />maximum density of 4 units per 40 acres) supported by a rural level of services. <br /> <br />One of the reasons for this review is to see if the rural density policy needs <br />to be changed. There may be a need for more flexibility, to consider unique or <br />special conditions. The existing policy statements and guidelines do not <br />provide this flexibility. <br /> <br />At this time, we are asking you to send us a copy of your most current land use <br />and zoning maps, and to answer some short questions on the attached page. <br />Please send us your maps and questionnaire by January 16, 1989. We will call <br />you within a few weeks of this mailing, to follow up on our request. <br /> <br />We plan to have a draft report for review by local governments and the <br />Council's Metropolitan and Community Development Committee by April 1989.
