<br />police protection is provided by the city's police department to all <br />residents whether in the MUSA or in the nqn-sewered areas. Similarly, <br />fire protection (currently cont}::'acted from Anoka and Elk River) will be <br />available through the City's fire department to all residents in non- <br />sewered and MUSA areas. <br /> <br />Figure ~ illustrates the civil defense siren system currently being <br />installed in the city. As shown, the system provides city wide <br />coverage and is not limited to the areas within the MUSA. The extent <br />to which these services are provided are :more indicative of a <br />developing community rather than a fringe community on a clearly <br />defined urban/rural edqe. <br /> <br />Current Policy <br /> <br />The current policy of the city is to limit development outside of the <br />MUSA to one lot per 10 areas of remaining undeveloped property with a <br />minimum lot size of 2.5 acres. Table ~ indicates that 3687 acres of <br />land in the "rural" area will be undeveloped (approximately 25%). <br />Also indicated on Table is the existing development density of the <br />"rural" area which is one lot per 1.9 acres. with the city's 2.5 acre <br />minimum lot size applied to remaining undeveloped land, that density <br />can be reduced tol lot per 2.8 acres. As a contrast, if the City <br />were to implement "four in forty" zoning on the remaining developable <br />land, the lowest overall density that could be achieved would be 1 lot <br />in 3.6 acres. <br />
