<br />"" <br /> <br />, <br /> <br />PLANNING AND ZONING COMMISSION <br />PUBUC HEARING <br />CITY OF RAMSEY <br />#O<ACOlNTY <br />STATE OF MINNESOTA <br /> <br />The Planning and Zoning Commission conducted a public hearing on Tuesday, January 3, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding the <br />proposed amendment to the Comprehensive Plan to expand the Year 2000 MUSA Boundary. <br /> <br />Members Present: Mr. Gerald Zimmerman, Chairman <br />Mr. Charles LaDue <br />Mr. Jim Howell <br />Mr. Terry Hendriksen <br />Mr. Roy Shumway <br />Mr. Micahel Terry <br /> <br />Also Present: City Administrator David Hartley <br />City Engineer Peter Raatikka <br />Community Development Director Mark Banwart <br />Merland Otto/Hakanson Anderson Associates <br /> <br />Members Absent: Mr. Jim Holm <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Tom Patchen - 5700 148th Lane N.W. - Requested that his lot be excluded from the Year 2000 <br />MUSA; other residents of his area feel the same but could not be present at tonight's meeting. <br />Mr. Patchen stated that he moved to get out of the MUSA boundary; the fact that sewer and water <br />may not be available for 20-25 years doesn't matter, just being in the MUSA boundary can <br />affect the potential sale of a home. <br /> <br />Chairman Zimmerman noted that sewer and water cannot be extended to an existing neighborhood <br />unless 100% of the residents petition for and are in favor of the services. <br /> <br />Mr. Otto noted that Mr. Patchen's property is already included in the 1990 Urban area; the <br />proposed expansion did not change the status of his property. <br /> <br />Mr. Otto presented overheads indicating the existing MUSA boundary and the proposed expansion. <br /> <br />Mr. Otto stated that in addition to approaching Metro Council for a MUSA boundary amendment, <br />another major issue to be resolved is whether or not Ramsey should adopt the 1 uniV10 acres <br />density standard for development outside the MUSA boundary.
