Absent: <br />Commissioner Holm. <br /> <br />Case #9: Incineration Burning Moratorium Ordinance: <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to adjourn this case <br />until the next regular meeting. <br /> <br />Motion carried. Absent: <br />Commissioner Holm. <br /> <br />Case #to: <br /> <br />Proposed Amendment To MUSA Boundaries: <br /> <br />Mr. Otto stated that there is mixed Metro Council support for Ramsey's one unit/2.5 acres <br />development density concept and expansion of the MUSA boundaries. Obtaining approval to <br />the proposed Comprehensive Plan amendment will be difficult and it is possible that Ramsey <br />will only receive approval for a 70-100 acre expansion rather than the 400 acres <br />requested. In that event, the City would have to consider doing some trade-offs of property <br />currently in the MUSA area in order to accommodate 4 development proposals currently in <br />process that are not in the MUSA area. <br /> <br />Another issue for discussion is how development will be controlled in the transition area <br />between the Year 2000 MUSA and the ultimate urban area. One possibility is downsizing <br />lots sizes to one acre minimum. This will require rezoning the parcels to Urban. If this is <br />the plan, then the Planning Commission should initiate a public hearing process. <br /> <br />Chairman Zimmerman noted that property owners north of Hwy. #10 do not desire <br />municipal sewer and water but those south of Hwy. #10 do; suggest that the 2000 Year <br />MUSA include property south of Hwy. #10 and exclude property north of Hwy. #10. <br /> <br />Mr. Banwart replied that there is a need for sewered industrial property and that property <br />south of Hwy. #10 is not condusive to industrial development. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to recommend that <br />City Council proceed to submit formal application to Metro Council requesting approval of <br />Ramsey's proposed amendment to it's Comprehensive Plan. <br /> <br />Further Discussion: Chairman Zimmerman stated that he is reluctant to make a <br />recommendation the same day as the public hearing on major issues. Commissioner <br />Shumway noted that in addition to the public hearing, there were special meetings <br />pertaining to expansion of the MUSA boundary and he is sufficiently informed to forward the <br />issue up to City Council for the final decision.
