Unpaved Street Maintenance Costs:

City Council reviewed the analysis of maintenance costs for paved vs. unpaved streets
prepared by City Engineer Raatikka and Public Works Superintendent Mevissen.

Mayor Reimann requested that the Road and Bridge Committee review the report and make
recommendations to City Council.

Case #10: Central Park Turf Establishment And Irrigation Project;
Improvement Project #89-3:

Motion by Council member Cich and seconded by Councilmember Pearson to adopt
Resolution #89-03-60 approving plans and specifications and ordering advertisement for
bid for Improvement Project #89-3, Central Park Turf Establishment and Irrigation.

Motion carried. V oting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and
Cich. Voting No: None. Absent: Councilmember Peterson.

Mayor Reimann noted that the City will be ordering and planting many trees for Arbor Day
and requested that Merland Otto make recommen<i~tions for tree planting locations at
Central Park and Ramsey Municipal Center.

Case #11: MUSA Expansion Update:

Mr. Otto reported that Metro Council has indicated that they cannot approve the amendment
to Ramsey's Comprehensive Plan as proposed and suggested the following conditions for
a MUSA boundary expansion:

1. All new development within the MUSA boundary must connect to sanitary sewer.

2. Existing development within the MUSA boundary with failed on-site systems and
access to sanitary sewer must connect to sanitary sewer; all existing development
with failed systems and no access to sanitary sewer may repair on-site systems but
must connect to sanitary sewer when it becomes available.

3. Allow for development north of Trott Brook at a density of 4 units per 40 acres.

4. Allow for development at a density of one unit per 2.5 acres of 100% Class A soils
between Trott Brook and the Year 2000 MUSA boundary.

5. In the transition area, development would be allowed at a density of 4 units per 40
acres.

Mr. Hartley noted that City Staff is continuing to investigate the City's liability for the
taking of development rights and pursuing Metro Council cooperation in accepting liability.

Mr. Otto stated that there will probably not be full Metro Council action on the proposed
comprehensive plan amendment until July and there are 4 subdivisions in Ramsey that
would like to begin development this Spring that hinge on the comprehensive plan
amendment. In the interim of an overall comprehensive plan amendment, Metro Council is
agreeable to an acre for acre exchange. Therefore, City Staff is recommending the deletion

City CounciIJMarch 28, 1989
