Paul, MN 55155

Re: City of Ramsey Compliance with
Rural Service Area Policies

Dear Mr. Ohrn:

We are herein transmitting three copies (per your request) of the
referenced documents in our June 12, 1990 letter to Mr. Dean Broin,
HUD.

We believe that the adopted ordinances address the issues raised
by MC regarding the rural service area policies. We further
believe that by their adoption, the City Council has demonstrated
their comm~tment to adhering to MC's current rural use policies.
However, that commitment only can extend so far. If the City of
Ramsey is to be treated as every other community which has not
adopted "4 in 40", then there is little perceived benefit to retain
this ordinance.

The amendment to the comprehensive plan incorporating the
ordinances is making its way through the various City commissions
where a number of land use issues are being considered.

If you have any questions or comments, don't hesitate to call
either Dave Hartley at 427-1410 or myself. We thank you for your
prompt attention to clearing up this matter.

Sincerely,

HAKANSON ANDERSON ASSOCIATES, INC.
//

;I/./L ()t,~ '
U~ ~\/ ~~
Merland otto

/ml~ .
cc: Dave Hartley, City Admin. ~
Sylvia Frolik, Acting Comm.
