URBAN DEVELOPMENT <br />Population /Households and Employment <br />The 1989 Comprehensive Plan Amendment submitted population, <br />employment and household information which exceeded MC's estimates <br />and forecasts. Based on MC staff review, the MDIF forecasts for <br />each of these factors were revised to more accurately reflect the <br />current situation. <br />The following table outlines MDIF and revised city =wide (not <br />sewered) population, household and employment forecasts for the <br />city of Ramsey as indicated in MC's June 30, 1989 review: <br />2,360 <br />647 <br />102 <br />Residential <br />TABLE 4 <br />MDIF AND REVISED FORECASTS <br />POPULATION, HOUSEHOLDS, AND <br />1970 1980 1990 <br />MDIF (revised) <br />10,093 <br />2,660 <br />310 <br />12,200 <br />3,300 <br />400 <br />As indicated, the number of households are expected to increase at <br />approximately 100 per year through the next decade. This would <br />correspond to a population increase to approximately 16,000 <br />residents by the year 2000. <br />The 2010 forecasts are for sizing regional facilities such as <br />sewers and highways. The revised forecasts will be re- evaluated <br />when 1990 census data becomes available. <br />The City has experienced steady growth in the 1980's with <br />accelerated growth in real numbers of new households over the last <br />two years. Figure 2 illustrates the number of building permits <br />issued over the past eight years. As shown, urban service areas <br />have only been available since 1985 with all prior development <br />activity in non - sewered areas. <br />Public sewer and water systems were first constructed in 1985 with <br />an initial 22 homes constructed in the sewered areas. The number <br />of homes built in urban area nearly doubled in 1986 and doubled <br />again in 1987. In 1988, the total number of permits issued was <br />approximately the same as in 1987 indicating a leveling off of <br />housing activity paralleling regional trends. In 1989, 121 new <br />residential permits were issued again paralleling regional and <br />national trends of decreased new housing starts.
