OTHER LAND USE CONSIDERATIONS <br />Several major land uses as shown in Figure 13 are located within <br />the City's urban reserve area but outside of the MUSA 2000. <br />these large land uses account for nearly 900 acres of land within <br />the urban reserve area. Future MUSA expansions will need to <br />consider the compatibility of development with these uses as well <br />as extension of utilities beyond these parcels. <br />Anoka Regional Sanitary Landfill <br />The existing landfill is situated northwest of the MUSA 2000 and <br />immediately north of a candidate landfill site. The landfill is <br />scheduled to close no later than December 31, 1993. No end use <br />plan has been submitted by the Owner of the facility other than a <br />proposal to use approximately 10 acres for the development of a <br />ski hill. Currently, the Owners are in the process of obtaining <br />permits to implement a remedial action program which is required <br />to contain extensive groundwater contamination which is generally <br />south /southeast of the existing site. Dependent on the success <br />of this program, City sewer and water may be required to be <br />extended to existing and planned residential areas east /southeast <br />of the existing fill. Approximately 460 acres are currently used <br />as landfill, related landfill activities or have development <br />limitations imposed due to the candidate landfill siting process. <br />SITE "P" CANDIDATE LANDFILL <br />Immediately south of the existing Anoka Regional Sanitary <br />Landfill is a new candidate landfill Site "P ". The proposed <br />landfill site is one of three currently under environmental <br />review prior to site selection. MS473.810 imposes a development <br />limitation on the proposed site and buffer area. The City has <br />neither proposed development nor entertained the prospect of <br />development within these areas. The City has adopted Ordinance <br />90 -5 which places limitations on landfill design, construction <br />and operations within the City to minimize land use compatibility <br />conflicts from future development. <br />AIRPORT <br />Gateway North Industrial Airport is located in the industrial <br />area of the City. A master plan study was completed in 1985 <br />which recommended public ownership, improvement with a paved <br />3300' runway and associated facility improvements. An <br />environmental assessment was completed in 1989 and the <br />environmental review was approved. The proposed acquisition <br />program recommends acquisition of residential parcels north of <br />the existing airport which will alleviate noise, safety and land <br />use compatibility concerns. The total proposed acquisition is <br />approximately 230 acres. All other remaining land uses in the <br />airport environs with the exception of the landfill are <br />commercial or industrial which are compatible land uses. <br />38 <br />
