APPENDIX A <br />Background: <br />On July 13, 1989, Metropolitan Council approved the City's <br />request for expansion of the MUSA area. As a condition of <br />approval, the City agreed to amend certain provisions of its City <br />Code pertaining to on -site treatment systems. This ordinance <br />amends the requirements for dosing devices for pressure <br />distribution systems. It also replaces Final Treatment and <br />Disposal - Standard Systems and Alternative systems, which <br />replacement is prompted by revisions to Minnesota Rules 7080 <br />regarding rapidly permeable soils and mound systems which were <br />adopted in 1988 and 1989 and was passed by the City Council, City <br />of Ramsey, as Ordinance 89 -16 on July 25, 1989. <br />The Council action was to: <br />Adopt Ordinance #89 -16 which amends Ordinance 84 -2 which contains <br />Section 150.01 of the Ramsey City Code; known as the Sewage <br />Disposal System Chapter of the City Code. <br />The specific changes to Section 150.01 made by this Ordinance <br />are: <br />1) Modifications of existing Section 150.01.4E, subsection <br />"Dosing Devices for Pressure Systems" by adding two <br />subparagraphs, numbers 6 and 7. <br />Repeal of existing Section 150.01.4F, "Final Treatments <br />and Disposal - Standard System" and replacement with a <br />new Section 150.01.4F that conforms to Minnesota <br />Statute Chapter 7080, especially as related to rapidly <br />permeable soils <br />Repeal of existing Section 150.01.4G, "Final Treatment <br />and Disposal - Alternative Systems" and replacement <br />with a new section 150.01.4G that conforms to Minnesota <br />Statutes 7080, especially as related to mound systems <br />Replacement of existing Section 150.01.4H, "1990 Urban <br />Service Alternatives" with a new Section 150.01.4H <br />"2000 Urban Service Alternatives" that eliminated a <br />subsection permitting a sewage collection system with a <br />common disposal site for two or more buildings and that <br />eliminated a subsection allowing seepage pits for <br />disposal of sewage effluent in the urban service area. <br />ADOPTION OF ORDINANCE AMENDING <br />PROVISIONS OF THE SEWAGE DISPOSAL SYSTEM CHAPTER <br />
