<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Understanding <br /> <br />Numerous issues need to be resolved through public participation and <br />meetings with City staff, and the Ramsey Planning Commission and <br />City Council. <br /> <br />More specifically, we understand as follows: <br /> <br />. <br /> <br />There is an Interest in Open Space Preservation <br />There is a strong conservation ethic prevalent in the community <br />suggesting the possibility of maintaining permanent open space. <br />The plan may need to address strategies to commit lands to <br />permanent open space. Such things as conservation easements, <br />the transfer of development rights, the purchase of development <br />rights and land trusts will need to be explored as part of the <br />comprehensive planning process to protect and link the City's most <br />valuable natural resources. <br /> <br />. <br /> <br />There is a Need for Public Involvement and Visioning <br />The City wants the public involved in the process. We propose to <br />make the public a partner in the outcome, first through visioning <br />and goal setting and later in concept development and plan review. <br /> <br />. <br /> <br />There is a Need to Resolve Critical Issues <br />The City has a significant number of homes that are serviced by <br />on-site utilities. There is currently a moritorium on new residential <br />development attributable to a MUSA dispute. There are perceived <br />conflicts where larger lot rural housing areas and newer urban <br />developments meet and there is a charter requirement that <br />mandates a referendum on any MUSA expansion. While these <br />may not be resolved, they do suggest the need for discussion and <br />perhaps the resolution of urban growth issues. <br /> <br />. <br /> <br />There is a Need to Satisfy Metropolitan Council Requirements <br />While the City knows that the primary purpose of comprehensive <br />planning is for the community to create a vision for its own future, <br />it also understands that it is required to meet the Metropolitan <br />Council's regional growth management mandates. The process <br />generally includes a negotiated settlement of the issues that are <br />known to exist between the City and the Metropolitan Council. <br />Making the Council Staff part of the process early-on will be <br />essential to a successful outcome. <br /> <br />. <br /> <br />There is a Need to Update the City's Plans and Ordinances to <br />Confonn with the MNRRA Comprehensive Plan <br />This will require that the City update both the Critical River Area <br />and Shoreland Ordinances as part of the comprehensive planning <br />process. <br /> <br />I <br />I <br /> <br />PROJECT APPROACH <br /> <br />Hoisington Koegler Group Inc. <br /> <br />11113 <br />110 <br /> <br />page <br />31 <br />
