<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Approach <br /> <br />The HKGI approach is designed to build the new comprehensive plan <br />around the strengths and character already present in Ramsey; its parks; <br />its natural features; its heritage and, most importantly, its people. Planning <br />is really about people, making good places for them to live, work and <br />play and challenging them to share their views and thus shape the City's <br />vision. <br /> <br />The HKGi approach is about planning to build public consent, making <br />the right things happen, creating a strong "sense of place" where people <br />can be proud to live and planning for the City to function as efficiently <br />and economically as possible. It is our proposal to aid the City in <br />recognizing and building on its oneness rather than arguing about <br />differences. <br /> <br />It is HKGi's objective to achieve informed public consent using a <br />community-based approach which makes the public very much a part <br />of the process. The elements of our approach include: <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />· Significant public involvement including a visioning session and other <br />public meeting opportunities to make residents and businesspersons <br />integral players in the establishment of values and the assessment <br />of trade-offs, and to build a shared vision that gives the public <br />ownership in the eventual comprehensive plan product. <br /> <br />· "Place appropriate" planning and urban design which builds on <br />already existing natural, historical and cultural characteristics and <br />patterns to serve as the framework for planning. This approach <br />reveals the strengths that already exist in the City to serve as the <br />building blocks for the future. <br /> <br />· The exploration of a variety of alternative development patterns <br />that reflect different ways of looking at and dealing with growth <br />and natural resource/open space preservation. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />· Frequent briefing sessions with the City Council, Planning <br />Commission, Staff and other Boards and Commissions. <br /> <br />· The formulation of strategies for plan implementation including <br />economic development, environmental protection, housing and <br />public finance which will give the plan life and make it an integral <br />part of everyday decision making. <br /> <br />Hoisington Koegler Group Inc. <br /> <br />11113 <br />IOU <br /> <br />page <br />33 <br />
