It also highlights <br />patterns of the town that can reinforce a sense of community for <br />Becker. All neighborhoods are connected to the community's core <br />with roads and trails that reflect patterns of the local landscape, and <br />each has a focal element (typically a park) as its center. At the <br />community's core are all ofits civic, religious and educational institutions, <br />and the plan demonstrates the need for keeping those elements <br />concentrated at the center. The plan also deals with commercial <br />development along Highway 10, and how those uses can be planned to <br />build a stronger character for Becker. <br /> <br />Waconia, MN; A smaller city lying westerly of the Twin Cities <br />(population 3,500), the primary issues involved traffic as related to <br />downtown accessibility, the role of downtown as the central retail focus, <br />phased annexation, mixed housing areas and agricultural land <br />preservation. This planning process included three public forums <br />designed to take input before plans were drawn and during the policy <br />plan stage. The plan was readily adopted after only two formal public <br />hearings attributable primarily to substantial public involvement <br />throughout the process. HKGi recently updated Waconia's <br />Comprehensive Plan for the second time to guide the City as it moves <br />into the next century. <br /> <br />Bayport, MN; HKGi recently developed a Comprehensive Plan for <br />the City of Bayport, Minnesota. Due to the unique and natural features <br />surrounding Bayport, the community has, until recently, remained <br />confmed to its existing corporate boundaries. Development opportunities <br />to the west of the City are now possible due to the recent purchase of <br />land by the Andersen Corporation. This new potential to expand <br />represents one focus of the Comprehensive Plan. Understanding what <br />the implications of this growth are and how public utilities will need to <br />be expanded has been studied to identify implementation strategies. <br />The plan also includes an environmental protection plan element to <br />promote harmony between the built and natural environments and <br />protect Bayport's unique natural features. Another element of the <br />Comprehensive Plan, the park, trail and open space plan, integrates <br />parks and trails with the existing natural features such as the St. Croix <br />Bluffs, St. Croix River and Perro Creek. The Land Use Plan map <br />included with this project profile illustrates how the designated <br />environmental protection areas fit within the overall land use framework <br />of Bayport. <br />
