Sec. 6.4. Purchases and contracts. <br />All purchases shall be made and all contracts let by the council. Contracts shall be made in compliance with <br />the uniform contracting law, and whenever competitive bids are required, the contract shall be let to the lowest <br />responsible bidder. All contracts, bonds and instruments of any kind to which the city is a party shall be signed by <br />the mayor and the city administrator on behalf of the city and shall be executed in the name of the city. The <br />council may by ordinance adopt further regulations for the making of bids and the letting of contracts. <br />(Ord. of 1-24-2001) <br />Sec. 6.5. Subordinate officers. <br />There shall be a city clerk and such other officers subordinate to the city administrator as the city council <br />may create by ordinance. The city clerk, subject to the direction of the city administrator, shall keep the public <br />records, and shall have other duties as the city administrator shall prescribe. In addition, the city clerk shall have <br />other powers and duties imposed by state law, this Charter, city ordinance and city resolution. The Council may by <br />ordinance abolish offices which have been created by ordinance, and may by resolution, abolish offices which have <br />been created by resolution. It may combine the duties of various offices as it may see fit. <br />(Ord. of 1-24-2001) <br />CHAPTER 7. TAXATION AND FINANCES <br />Sec. 7.1. Council to control finances. <br />The council shall have full authority over the financial affairs of the city except as limited or prohibited by the <br />state constitution, state laws, or this Charter. It shall provide for the collection of all revenues and other assets, <br />and the auditing and settlement of accounts. It shall further provide for the safekeeping and disbursement of <br />public moneys. <br />(Ord. of 3-25-1994) <br />Sec. 7.2. Fiscal year. <br />The fiscal year of the city shall be the calendar year. <br />(Ord. of 3-25-1994) <br />Sec. 7.3. System of taxation. <br />Subject to the state constitution, and except as forbidden by it, or by state statutes, the council shall have full <br />power to provide by ordinance for a system of local taxation. This authority includes the power by ordinance to <br />assess, levy, and collect taxes on all subjects or objects of taxation except as limited or prohibited by the state <br />constitution, by this Charter or by state statutes imposing restriction upon the city, irrespective of Charter <br />provisions. <br />(Ord. of 3-25-1994) <br />(Supp. No. 13, Update 3) <br />Page 12 of 25 <br />Created: 2024-10-04 12:02:15 [EST] <br />
