The Metropolitan Council awarded an $11,830 planning grant to Ramsey in 1997 to aid in the cost a full comprehensive plan rewrite generates. The City engaged the consulting services. of Hoisington Koegler Group Inc. (HKGi) to assist the City in updating its Comprehensive Plan. In 1997 and through the year 1998, the City completed a visioning process that included several public meetings and the creation of a Comprehensive Plan Focus Group. HKGi updated all sections in the Comprehensive Plan including: existing and future land uses, historic preservation, transportation, housing plan, sewer and water element, parks and recreations, environmental section, economic development, public facilities, and implementation strategies. The rewrite of the Comprehensive Plan was an expensive project that resulted in the City expending well over $75,000 dollars of its own general fund in 1997 and 1998 alone. As you are probably well aware, the City experienced challenging development strategies and therefore the Comprehensive Plan was finally adopted in the year 2000. Upon the adoption of the comprehensive plan, the City once began working with HKGi to update the City's Zoning Code to reflect the land uses and work plan outlined in the approved comprehensive plan. The City is excited to report that the new zoning code was adopted in July of 2001. The City would like to thank the Metropolitan Council for awarding Ramsey an $11,830 dollar grant. As you can see from the Summary of Work Plan Activities sheet attached to this letter, the Metropolitan Council grant was utilized within the first few months of the Comprehensive Plan rewrite.
