c. 6.2 Preparation of the written draft comprehensive plan including, but not limited to, the following contents: • Introduction and purpose • Regional and historical setting • Background • Trends, forces and issues • Vision statement and guiding principles • Assumptions, projections and needs identification • Plan elements incorporating much of the work that has already been completed and/or is in process by City Staff including existing conditions and plan elements: a A land use plan including goals and policies and plans for land use, staged development, housing, a housing implementation program, historic preservation and solar access protection. An environmental protection plan including goals and policies for water resources management and MNRRA objectives. A public facilities plan including goals, policies and standards for thoroughfares, transit, aviation, waste water, parks and open space and water supply. d. An economic development plan. e. An intergovernmental coordination plan (if appropriate). f. An urban design or community image plan (optional). • Implementation strategies as may be identified during the course of the process including an official controls strategy, an environmental protection strategy, an economic development strategy, a transportation phasing strategy (State and County) and a capital improvements strategy (City responsibility). Other strategies may also be identified. This document will be done so as to comply with the "Metropolitan Council's Local Planning Handbook ". 6.3 Updating of Shoreland and Critical River Area Ordinances to conform to the MNRRA Comprehensive Plan. 6.4 Meetings with City Staff and Planning Commission. Two meetings each estimated. 6.5 Meetings with other governmental units and Stakeholders to discuss the draft plan and the Mississippi River corridor per MNRRA requirements.
