c. <br />6.2 Preparation of the written draft comprehensive plan including, but not limited <br />to, the following contents: <br />• Introduction and purpose <br />• Regional and historical setting <br />• Background <br />• Trends, forces and issues <br />• Vision statement and guiding principles <br />• Assumptions, projections and needs identification <br />• Plan elements incorporating much of the work that has already been <br />completed and/or is in process by City Staff including existing <br />conditions and plan elements: <br />a A land use plan including goals and policies and plans for land use, <br />staged development, housing, a housing implementation program, <br />historic preservation and solar access protection. <br />An environmental protection plan including goals and policies for <br />water resources management and MNRRA objectives. <br />A public facilities plan including goals, policies and standards for <br />thoroughfares, transit, aviation, waste water, parks and open space and <br />water supply. <br />d. An economic development plan. <br />e. An intergovernmental coordination plan (if appropriate). <br />f. An urban design or community image plan (optional). <br />• Implementation strategies as may be identified during the course of the <br />process including an official controls strategy, an environmental protection <br />strategy, an economic development strategy, a transportation phasing strategy <br />(State and County) and a capital improvements strategy (City responsibility). <br />Other strategies may also be identified. <br />This document will be done so as to comply with the "Metropolitan Council's Local <br />Planning Handbook ". <br />6.3 Updating of Shoreland and Critical River Area Ordinances to conform to the <br />MNRRA Comprehensive Plan. <br />6.4 Meetings with City Staff and Planning Commission.
