We respectfully request grant assistance in the amount of $20,000. We also <br />request loan assistance for the gap between the grant award and the total project cost minus other <br />available sources of funding. Presently, this gap is estimated at $37,795. Our total project has a <br />cost estimate of $77,795. Included is $72,795 of consulting services pursuant to the attached <br />work plan. You will also note within the work plan that the City is responsible for meeting and <br />printing/publication expenses. These expenses are currently projected to be $5,000. <br />The City of Ramsey completed a Comprehensive Plan in 1980. Since that time there has been a <br />series of amendments including every element of those chapters required by the Metropolitan <br />Council. However, through these plan amendments, the City has not provided for a planning <br />process which considers all plan elements at one time. The City has also not provided for a <br />community -wide visioning process within the plan review. The 1998 Comprehensive Plan will <br />provide for both. <br />The City of Ramsey is a community which has been growing at a rate which far exceeds <br />Metropolitan Council and local projections. Over the past decade, Ramsey has added an annual <br />average of approximately 220 new homes each year. Over the past five years, this average has <br />been at the even greater rate of 280 new homes each year. Over the past two years, the City has <br />added over 1 million square feet of commercial and industrial construction. We expect to <br />continue this same pace through 1997 and perhaps through 1998 and beyond. <br />As a result of this growth, the City of Ramsey finds itself facing many issues. First is that the <br />public has been raising many questions about growth impacts upon their community Second, <br />our planning efforts continually are found to be reactive. Third, our ability to manage this <br />growth has been severely stressed. <br />
