t Metropolitan Council S 5 Er <br />Building communities that work ' <br />April 16, 2004 <br />City of Ramsey <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303 <br />'D APO. ?i. 2004 <br />0 ( <br />c,) <br />" 1 <br />Pe: <br />Re: May 15 Deadline for Requesting Final Disbursement Under Metropolitan Council <br />Local Planning Assistance Program Grant Agreement No. SG97130 <br />Dear Administrator: <br />In 1997 and 1998, the Metropolitan Council awarded over $1,000,000 in local planning <br />assistance grants to 144 metropolitan-area communities to help those communities conduct and <br />implement comprehensive planning activities including the review and amendment of local <br />comprehensive plans, fiscal devices and official controls. The City was awarded a $11830.00 <br />Local Planning Assistance Program grant for certain local planning activities. The grant <br />agreement expired December 31, 1998 and has a remaining balance of $ $1183.00. <br />According to Paragraph 2.04 of the grant agreement, the Metropolitan Council agreed it would <br />disburse ninety (90) percent of the grant amount when the agreement was signed and disburse <br />the remaining ten (10) percent when the grantee completed the work plan activities and <br />submitted the written final progress report described in Paragraph 3.01(b) of the grant agreement. <br />Paragraph 3.01(b) states: <br />Final Progress Report Upon completion of the work plan activities described in <br />Attachment A, the Grantee must submit to the Council a written final progress report <br />which includes: a summary of the work plan activities undertaken and completed since <br />the submission of the midpoint progress report; a summary of project outcomes, costs and <br />sources of funds for those expenditures; and a list of itemized expenditures of the Grant <br />Amount received from the Council and matching funds by category in the budget. <br />Metropolitan Council records indicate that although the work plan activities for which grant <br />funds were requested may have been completed, the Metropolitan Council has not yet received <br />the final written progress report that must be submitted before the Council can disburse the <br />remaining ten percent of the grant amount. Please help the Metropolitan Council close out the <br />grant agreement by taking one of the following actions by May 15, 2004: <br />OPTION ONE <br />Prepare a final written progress report and submit the report to the Metropolitan Council along <br />with a request for a disbursement of the remaining ten (10) percent. Completion and submission <br />of the enclosed one -page Final Report form will satisfy the final written report requirement. The <br />cost information provided in the final report will help document local costs associated with local <br />comprehensive plan revisions.
