Dea~ John Enstrom, <br />Mike Sjoquist. <br />Others Qresent: <br />Mayor Tom Oamec, rani Kurak, Sylvia Frolik, Brad Scheib, and Fred Hoisington. <br /> <br />The meeting was caned to order at 7:05 p.m. at Anoka Electric Cooperative. Fred Hoisington explained <br />that the purpose of the meeting is to finish the resolution of issues that were defined by the Focus Group. <br />He asked for any additions or corrections to the December 16, 1997 minutes. /t should be noted rhat <br />Erika Sitz was present at the December 16, 1997 meeting. <br /> <br />Terry Hendrikson suggested that the MUSA expansion issue was improperly captured in the minutes of <br />Deoember 16. It was his understanding that MUSA expansion for commercial and industrial <br />development would not extend northerly of County Road 116. While this opinion was only Mr. <br />Hendrikson's, the group agree unanimously to remove the map attached to the December 16 minutes and <br />instead characterize an acceptable MUSA expansion as westerly along the Highway 10 conidor. <br /> <br />Mr. Hendrikson and Margaret Connolly also raised the question of planning n referendum. Their point <br />was that the comprehensive planning process would be identical for both except that the present charter <br />requires a referendum on any proposed MUSA expansion. There was some discussion about whether the <br />charter should be amended to eliminate the referendum provision but the vote was equally split. There <br />was, therefore, no resolution of this issue. <br /> <br />Fred Hoisington declared the December 16 minutes approved with the elimination of the map and a more <br />general reference to MUSA expansion in a westerly direction. <br /> <br />Issue 5 . Individual PrODertv Ril!htc; <br /> <br />Considerable discussion ensued regarding the rights of landowners to develop n the rights of residents to <br />oppose development that they feel is inconsistent with existing development. It was generally agreed that <br />both have rights but that there is no way to define what those rights are short of litigation. The question <br />of rights is also something that is not able to be addressed by the Comprehensive Plan. <br /> <br />It was agreed that the definition of property rights is less important than establishing compatibility <br />between existing and proposed developments through some means of transition.
