' <br /> <br />Charac:ter of Hi"hway 10 <br />Highway 1 0 will function as a freeway. Interchanges along the corridor will be limited to <br />major north south aterials. Design standards, road improvements and development <br />patterns can substantially improve the image Highway 10 presents to Ramsey residents <br />and passers through. Businesses will be enhanced through access management and <br />design practices. <br /> <br />6ria48 over the Mi99i99ippi <br />A new bridge over the river will make the metro area much more accessible to Ramsey <br />residents. It will alleviate some traffic congestion and will have little impact on existing <br />development. It provides an opportunity for a thriving Town Center. <br /> <br />Gatewa.V9 <br />Gateways begin to tell us about Ramsey, its identity and its history. They are located at <br />key entrances to the community. Gateways signify when a traveler on Highway 10 has <br />entered Ramsey. The appearance of a gateway can vary from a simple stand of oaks to <br />streetscape designs to a monument sign. <br /> <br />5hoppinet Noae6 <br />Shopping nodes contain convenient shopping areas, which serve the basic needs of <br />Ramsey residents as well as those who are passing through. <br /> <br />Rec:r8ational Areas <br />Recreational parks include areas with high use and activity primarily focused on athletics <br />and exercise. Some of the more prominent areas include the golf courses and Centl-al <br />Park. Many smaller neighborhood parks also provide recreational activities. <br /> <br />Scenic Roadways <br />Some stretches of roadway in Ramsey provide opportunities for scenic vistas that <br />preserve the rural character of the community. An overlay district that designates <br />roadways as having significant scenic values would apply design and planning principles <br />to preserve the rural character of the community. <br /> <br />Parkways <br />Parkways can provide an identity to a city or area and still allow efficient and safe traffic <br />flow. They can provide connections between focal points within the community and can <br />safely combine trail corridors within the road right of way. Parkways would act as <br />collectors relieving some residential streets of heavy traffic attempting to <.-TOSS the <br />community in an east and west dire<.iion. <br /> <br />RecrolJtional Trail <br />Recreational trails connect the various focal points of the community such as the <br />Mississippi River, the Rum River, Trott Brook and the Town Center.
