ORDINANCE NO. 98-13 <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />Go <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE <br />DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE CITY OF <br />RAMSEY, ANOKA COUNTY, MINNESOTA <br />The City of Ramsey Ordains: <br />SECTION 1. AUTHORITY <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. <br />4, entitled "Interim Ordinance." <br />SECTION 2. PREAMBLE AND PURPOSE <br />WHEREAS, the City Council has engaged a planning consultant to update the City's <br />Comprehensive Plan; and <br />WHEREAS, part of the consultant's efforts include the creation of a land use map; and <br />WHEREAS, based on the studies to date, the City Council has determined that there are certain <br />parcels within the City that are land use sensitive and subject to change in the comprehensive <br />plan amendment; and <br />WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />development of certain parcels is necessary to protect the planning process and the health, safety <br />and welfare of the citizens of Ramsey. <br />SECTION 3. PROHIBITION <br />During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning <br />and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits <br />or variances of any kind shall be permitted and no applications for said subdivision, rezoning, <br />site plan approval, conditional use permit or variance shall be accepted on the parcels identified <br />as follows: <br />28-32-25-44-0010 29-32-25-14-0010 20-32-25-44-0001 <br />29-32-25-11-0003 29-32-25-14-0011 20-32-25-43-0001 <br />29-32-25-11-0004 29-32-25-14-0005 20-32-25-34-0003 <br />29-32-25-11-0010 29-32-25-14-0015 20-32-25-31-0001 <br />29-32-25-11-0009 29-32-25-14-0012 20-32-25-32-0001 <br />
