• <br />City of Ramsey <br />• <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br />September 17, 1998 <br />Mr. Richard Burnham <br />CR Concrete Design <br />1709 Green Avenue <br />Anoka, MN 55303 <br />Dear Mr. Burnham: <br />PHONE (612) 427-1410 <br />FAX (612) 427-5543 <br />TDD (612) 427-8591 <br />You have submitted an application for an exception to our moratorium on <br />development/construction in an area located north of Highway 10 and west of Armstrong Blvd. <br />The moratorium does not become effective until September 28, 1998, 30 days after it was <br />published, therefore your application is premature. <br />If you wish to proceed to site plan review you would need to submit a complete application prior <br />to September 28, 1998. The information you submitted does not include all of the necessary <br />detail we require. Missing items include; a landscape and screening plan, lighting plan, trash <br />enclosure and plans for septic system locations. <br />Under either review process staff will recommend the application be denied because of the <br />conflict with the City's draft Comprehensive Plan. One of the policies proposed in the plan is <br />that development not occur within the Urban Reserve area until municipal services are available. <br />The parcel you have an interest in is within the Urban Reserve and it is expected that staging of <br />utilities to serve this area would occur in 2010. Until then the land can continue to be used as it <br />is today. <br />We will be happy to assist you in processing your application but wanted you to know the staff <br />position regarding the proposed development.
