° • • ORDINANCE NO. 98-XX CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA The City of Ramsey Ordains: SECTION 1. AUTHORITY This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. 4, entitled "Interim Ordinance." SECTION 2. PREAMBLE AND PURPOSE WHEREAS, the City is currently under a contract with planning consultants, Hoisington Koegler Group, Inc., to review existing and future land uses and transportation corridors for inclusion in the amended Comprehensive Plan; and WHEREAS, the Anoka Hennepin Technical College has conducted studies identifying a variety of code deficiencies at their facility on Highway #10 N.W. and the need to redevelop at the present location; and WHEREAS, expansion of the Anoka Hennepin Technical College will require acquisition of parcels to the west of the present facility within the Ramsey City limits; and WHEREAS, the City of Ramsey has consequently identified a need to study the college expansion project into the Ramsey City limits, with the goal in mind of reviewing issues such as compatible land uses, appropriate future land uses, and transportation corridors. SECTION 3. PROHIBITION During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits or variances of any kind shall be permitted and no applications for said subdivision, rezoning, site plan approval, conditional use permit or variance shall be accepted on the parcels identified as follows: 35-32-25-31-0012 35-32-25-31-0011 35-32-25-31-0005 35-32-25-31-0010 35-32-25-31-0028 35-32-25-31-0027 35-32-25-31-0026 35-32-25-31-0024 35-32-25-31-0023 35-32-25-31-0022 35-32-25-24-0004
