Councilmember Haas Steffen inquired if the property owners have been notified to which <br />Mr. Norman replied no. Councilmember Haas Steffen stated she would have difficulty <br />introducing an ordinance to place a moratorium on property if the affected property <br />owners have not been notified. <br />City Administrator Norman stated that staff will send letters out to the property owners <br />between the time of introduction and adoption of the ordinance. <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to introduce <br />an ordinance to establish a moratorium on the development of certain parcels located on <br />the north side of Highway #10 NW, adjacent to the Anoka/Ramsey border. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer and <br />Zimmerman. Voting No: Councilmember Haas Steffen - because the affected property <br />owners have not been notified. <br />Case #6: Authorize Combination of Community Center Task Force and City <br />Hall Expansion Project <br />City Administrator Norman reported that during the initial meeting of the Community <br />Center Task Force, a discussion also surrounded the possibility of the expansion to City <br />Hall. The task force suggested that discussions for an expansion be included as a <br />responsibility considered by the Community Center Task Force. The thought is that <br />maybe the same design consultant could be used. <br />Councilmember Beahen cautioned that the two projects should be broken down so that <br />it's not all or nothing. <br />Mr. Norman assured the Council that this request is to simply allow the Community <br />Center Task Force to have the expansion of City Hall in their realm of discussion. <br />Councilmember Haas Steffen who chairs the Community Center Task Force agreed that <br />the projects could be done separately. The idea behind the request is that there is a lot of <br />"common space" in the two projects. <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize <br />City Hall expansion discussion as a responsibility of the Community Center Task Force. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br />Case #7: Authorization of Amendment to Cable Franchise Ordinance <br />City Administrator Norman stated that the Quad Cities Cable Commission is asking each <br />of the four cities to amend their cable franchise ordinance. This would extend the <br />City Council/September 22,1998 <br />Page 11 of 19 <br />
