r <br />Council, past and present, is not constructive. If an expansion of the MUSA takes place, the <br />Metropolitan Council is the body that can do that. We have to take these people's word for it at <br />some point. He hoped this could all get resolved in a constructive way. <br />Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to confirm that the map <br />exhibit marked "B", found on page 221 of the regular City Council agenda, dated May 27, 1997, <br />is the map showing the MUSA boundary lines and that this map should be filed at the Anoka <br />County Recorder's office and that any changes in the future be also placed on file in the <br />Recorder's office. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br />City Attorney Goodrich continued that the Council had passed a moratorium ordinance on <br />subdividing certain property in the City of Ramsey. That moratorium expires on June 10, 1997. <br />If Council wants an additional moratorium, a draft ordinance has been prepared to extend this. It <br />would not become effective until July 13, 1997. This proposed ordinance would place a <br />moratorium on all residential and commercial/industrial property lying outside the MUSA area. <br />Mr. Schroeder reported that outside the MUSA, there are a couple of large tracts of land where <br />rural septic development could occur. He suggested including that in the moratorium - <br />industrial/commercial outside of the MUSA. <br />Mr. Goodrich stated that the proposed Apple Ridge subdivision is within the current moratorium, <br />therefore, Council may not adopt the preliminary plat of that this evening and the moratorium is <br />effective until June 10, 1997. Council should discuss whether they want to include or exempt <br />that area from this proposed moratorium. <br />Mayor Gamec stated that Council put the proposed Apple Ridge in the moratorium to allow time <br />to study the MUSA line - the proposed moratorium should affect only that small parcel outside <br />the MUSA. <br />Mr. Goodrich stated that, with regard to the new proposed moratorium, a zoning moratorium is <br />also included. The City will not accept zoning or subdividing of all property outside (the <br />MUSA) the industrial, residential and commercial and inside for residential, but not <br />commercial/industrial. <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to introduce <br />the ordinance regarding an extension of the moratorium for a period of six months on acceptance <br />of rezoning, subdivision or platting applications for all residential land and all <br />commercial/industrial land lying outside of the MUSA, and excluding the portion of the <br />proposed Apple Ridge as defined by the MUSA boundary confirmed on Tuesday, May 27, 1997. <br />Motion carried.
