I faxed you a copy of Mr. Menkveld's letter of request on March 10, 1998. <br />On March 10, the Council also accepted Mr. John Gobernatz's request for an exception to the <br />moratorium to plat 2 more lots out of his 42 acre homestead located approximately at 175th and <br />St. Francis Blvd. A site location map and Mr. Gobernatz's letter is attached. <br />Council has asked for a report from Hoisington Koegler regarding the requests of Mr. Menkveld <br />and Mr. Gobernatz as they relate to the comprehensive plan update. <br />During the discussion of these requests for moratorium exceptions, Councilmember Haas Steffen <br />recalled that she thought the intent of Council was to exclude all commercial/industrial property <br />from the moratorium, not just that which is located in the MUSA. The discussion evolved to the <br />Council directing City Staff to draft a new moratorium ordinance that would exclude all <br />commercial/industrial property from the moratorium. However, the Council has also asked that <br />Hoisington Koegler provide the City with a list of commercial/industrial parcels that are <br />impacted by the comprehensive plan update and appropriately retained in the moratorium. <br />Staff has been directed to report back to Council on March 24, 1998 with a recommendation on <br />the requests for exceptions from Mr. Menkveld and Mr. Gobernatz and a list of any <br />commercial/industrial parcels you feel should be retained in the moratorium. To do that, I am <br />respectfully requesting that I receive your comments by 5:00 p.m. on March 17. Incidentally, if <br />the moratorium ordinance is amended, the new ordinance would become effective about the loth <br />of May. <br />
