SITES POTENTIALLY SENSITIVE TO THE COMPREHENSIVE PLAN UPDATE AND <br />THE PLATTING & REZONING MORATORIUM <br />Sylvia Frolik/Zoning Administrator <br />5/11/98 <br />1. Jack Miller Property - Currently in the MUSA, zoned R-1 Rural Residential; subject to <br />the current moratorium. Comprehensive plan draft retains a residential use on this property. A <br />rezoning to R-1 Urban Residential and platting would probably not have an adverse impact on <br />the outcome of the comprehensive plan, however, the property owner has launched a lawsuit <br />pertaining to some recent charter amendments. The property owner will most likely not seek to <br />submit development proposals until the lawsuit is resolved; so retaining the property in the <br />moratorium may be of no great consequence unless the lawsuit is projected to be resolved rather <br />quickly. It should however remain in the moratorium until development policies for urban <br />abutting rural residential areas are established. <br />2. Rademacher/Egan Oil Property - Currently in the MUSA, zoned R-3 Urban <br />Residential (up to 7 units per acre), and subject to the current moratorium. Comprehensive plan <br />draft retains a residential use of this property; density not specified at this time. Developers are <br />waiting in the wings to submit a plan for rental townhouse units. Since a great deal of the comp <br />plan update has to do with residential development policies, this property should probably be <br />retained in the moratorium. That would also give us more time to accomplish some traffic <br />improvements on #47 before we add a lot more housing units to the already congested traffic <br />corridor. <br />3. and 4. Miscellaneous Property at #47 and 153rd - Currently in the MUSA, zoned <br />Business; and not subject to the current moratorium. Comprehensive plan draft projects a change <br />to a residential use (density not specified), shopping node and environmental corridor. Lots of <br />land use changes could take place in this area and it should be placed under the moratorium. <br />5. Laws Property - Currently in the MUSA, a majority of it is zoned Business with a ring <br />of residential around the wetland; and the Business portion is not subject to the current <br />moratorium. Comp plan update changes the land use to residential (density not specified at this <br />time) and environmental corridor. This property should not develop until the details of the comp <br />plan are worked out and implemented. Property is currently in probate court so placing it in <br />moratorium should be of no great inconvenience to landowners. Adding it into the moratorium <br />may be significant for the City if the southeast comer of the property becomes the prime site for <br />a senior housing project. <br />6. Waste Management Property - This property is in the MUSA, is zoned Industrial, and <br />is not subject to the current moratorium. However, the draft comprehensive plan identifies this <br />area as a transitional edge and therefore some changes in land use may be pending. Perhaps the <br />property should be put into the moratorium as the owner is gearing up to market the property. <br />
