<br />r.. <br /> <br />tit <br /> <br />e <br /> <br />Mr. Ryan Schroeder <br />April 3. 1997 <br />Page 4 <br /> <br />The first condition of the Metropolitan Council's approval was that within nine months of <br />January 12. 1995. Ramsey institute a system of post-installation inspection and maintenance of <br />the city's on-site septic systems. In its letter of February 21. 1995. the city of Ramsey <br />committed to take this action. Prior to any action being taken by the city to fulfill this condition <br />the Metropolitan Council modified this requirement. The Metropolitan Council now merely <br />requires compliance with state law with regard to on-site inspections. <br /> <br />The .Metropolitan Council also required (i) that the city up-date its Tier II comprehensive sewer <br />plan in compliance with the requirements of the former Metropolitan Waste Control Commission, <br />(ii) that the city negotiate with the Metropolitan Council an acceptable housing agreement <br />designed to implement the Council's life cycleand affordable housing goals. and (Hi) that the <br />city work with Anoka County to make certain changes on its transportation plan. The city agreed <br />to each of these conditions and pledged to comply with these conditions by way of its letter of <br />February 21, 1995. <br /> <br />The Metropolitan Council also conditioned its approval. on the city adopting an ordinance <br />regulating the height of certain buildings in order to protect its air space. Along with its letter <br />of February 21, 1995. Ramsey submitted a copy of an ordinance amending its zoning regulations <br />to accomplish this goal. The ordinance became effective on February 10, 1995. <br /> <br />According to Robert Davis, senior planner with the Metropolitan Council, the Council considers <br />the city of Ramsey to have complied with all of its requirements regarding the 1995 <br />comprehensive plan amendment. According to Mr. Davis, the Metropolitan Council considers <br />the Ramsey comprehensive plan amendment to be in effect. <br /> <br />~yours, <br /> <br /> <br />Ronald H.
