<br />through the inputs used to construct the regional modeL Thus, all future growth and
<br />roadway capacity is not, and of course, cannot be "allocated" to the two cities.

<br />Assuining development occurs within the T AZs as forecasted1 and all transportation
<br />. improvements are made, the transportation demand will be in balance with
<br />.. -.-.. '---'.-..-..transportation capacity. The approval of an individual community's MUSA.will be

<br />. The Metro:eolitan Council will expect that any MUSA expansion that exceeds these
<br />forecasts will require additional facilities or programs to accommodate the added
<br />demand, or that demand will be modified to allow the metropolitan highway system to
<br />function adequately. If the committed roadway improvements are not implemented,
<br />traffic resulting from that growth is unlikely to be accommodated in 2015 at an
<br />acceptable level of service. However, as this may very well be the case in much of the
<br />region as well as in Anok,: County, the County do~s not.expect to b~ able to.!esolve this
<br />problem alone. State1'regIonal and local cooperatlOn will be essentlal, both m system
<br />planning and in funding commitments.

<br />Anoka County e)..-pects to. address these issues between now and 2005, taking advantage
<br />of that time to evaluate system planning and funding options. Within Anoka County,
<br />we anticipate evaluating enhancements including ramp metering cn ill 101 improved
<br />transit and park-and-ride facilities, land use options to increase lacal employment and
