In
order to fully comply with the Metropolitan Council's request for updating the existing land
use plan and complete the comprehensive plan, a current map using Metropolitan Council
land use categories needs to be developed. The current information available is from Anoka
County GIS. This data is in conflict with the Metropolitan Council's land use criteria.

Outlined in the last sentence of Paragraph A Subtask 1.5 of our contract is an additional
service for developing a detailed existing land use map. This map will satisfy Metropolitan
Council requirements and satisfy our needs for the comprehensive plan. Hoisington Koegler
Group, Inc. will complete the land use plan at a cost of $50 per hour not to exceed $1,000.

As we discussed in our telephone conversation, two activities will help in reducing the hours
for these services. The first is any staff time available to assist in field verifying land uses.
The other time reduction would be for the City to purchase data from Anoka County GIS that
would identify land uses. This could be accomplished by cross-referencing tax code and
market value data.

This service will be completed in accordance with the Comprehensive Plan schedule. Please
let me know if you have any questions.

;:; 0 t6

Brad Scheib
Hoisington Koegler Group, Ine

cc: Fred Hoisington, President

123 North Third Street, Suite 100, Minneapolis, MN 55401-1659
Ph (612) 338-0800 Fx (612) 338-6838
