O. Box 48276
Minneapolis, MN 55448

Dear Ms. Klick:

Page 6 of the December 1997 issue of the Andover, Ham Lake, Ramsey Times has an
article about Ramsey's Comprehensive Plan update process. The article implies that the
updated plan is due to the Metropolitan Council at the end of this year. That is grossly
inaccurate. The plan is due by December 31, lm. The City is going to considerable
expense and effort to ensure that the plan is formulated with community input. Drafting
of the plan will not even begin until early 1998 and opportunities for input will occur
throughout the year.

Your article focuses on the differences of opinion among citizens and predicts that
continuing controversy makes "it unlikely that either side will be content with
recommendations put forth in the comprehensive plan." It is not surprising that opinions
diverge widely at the beginning of a complex process such as this. That is exactly why
we contracted with an experienced facilitator and are allowing more than a year for
citizens to find acceptable solutions to problematic issues.

It is more constructive, I believe, to focus on the fact that regardless of their opinions
about how the city of Ramsey should develop, all the people serving on the focus group
want the city to succeed as a great place to live and work. With that as the basis ofthis
undertaking, I am not as pessimistic as you are about the possibility of success.

Sincerely,

CITY OF RAMSEY

.'

~~~~fi?
Linda Waite Smith
Acting City Administrator
