Lastly, we compared <br />the plan with our Local Planning Handbook, which outlines plan content requirements. We offer the <br />following advisory comments. <br /> <br />Regional Blueprint <br /> <br />The Council's Regional Growth Strategy (RGS) in the Regional Blueprint identifies the city of Andover <br />as within the urban area, with illustrative 2020 MUSA, urban reserve and permanent rural area. <br /> <br />The Council's policies for the Illustrative 2020 MUSA identify land that we estimate is needed to <br />accommodate about one-third of the region's forecasted growth; about 110,000 households between 1995 <br />and 2020. Our policies for the urban reserve area protect land for urban development prior to 2040. The <br />Council's policies for the permanent rural area encourage rural land uses that meet all environmental <br />quality standards, maintain rural-level support services, serve local market demands and preserve open <br />space. The Council will not support extensive development, but encourages an overall residential density <br />of up to one unit per 10 acres. The Council anticipates that the city will plan its future land uses with <br />these regional planning designations in mind. <br /> <br />The city's draft plan (ch. 4, pg. 3) references the Council's regional growth strategy goals and objectives, <br />and reflects these in the goals. The plan's (pg. 5) Goal 2, objective F. states, "limit urban development to <br />only those areas serviceable by sanitary sewer within the existing [2010 or 2020 MUSA] as depicted on <br />Figure 4.7".
