<br />j "' <br /> <br />e <br /> <br />e <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 18, 1998 <br /> <br />TO: <br /> <br />Sean Walther, Community Development Assistant <br /> <br />FROM: <br /> <br />Glyn Huff, Building Official <br /> <br />RE: <br /> <br />Synopsis of Septic System Replacement and Conformity to Code in the City of <br />Ramsey <br /> <br />From our previous conversations on rural sewer replacement, I understand that you would like to <br />have some figures on the matter. I'd like to point out that the majority of systems that have been <br />replaced are pre-code construction (before 1975). According to page 12 of the Comprehensive <br />Plan, I'll make an assumption that 1,749 systems existed by the end of 1974. From January 1978 <br />to August 1998, 1,097 systems were replaced. Prior to 1998, the systems replaced were due to <br />home owner's initiative, a mortgage company's request, or a neighbor's complaint. They were <br />of dubious construction because of pre-code construction. After 1975, active construction <br />inspection was initiated, and septic system contractors were licensed by the City; both city <br />inspectors and installers attended individual sewage treatment seminars. <br /> <br />Since January 1998, and due to the "point-of-sale" inspection adopted by the City Council, 92 <br />systems have been inspected to date. Twenty-three of these were classified as "failed" (not <br />imminent threat). All but one (installed in 1976) were pre-1975. Most of these "failed" systems <br />were due to bottomless tanks, not because the drainfield ceased to function. The City Code <br />requires these systems to be updated within 12 months. <br /> <br />Attached you will find a 1977 memo concerning enforcement of City Code and a 1978 memo to <br />contractors concerning correct construction. <br /> <br />Iccr <br />
