Trail connections <br />will also be emphasized as will the greenway idea. <br /> <br />. Critical Area Corridor...purpose of the plan, analysis of the area, identification <br />of the key issues, and description of how those issues should be resolved. <br /> <br />. Economic Development...emphasis on staying competitive in the market <br />place, business retention and expansion, redevelopment and diversity of <br />industrylbusiness. <br /> <br />. Environmental Protection and Natural Resource Management...emphasis on <br />the Greenway definition and how it would be implemented.....what it <br />means...scenic roadway idea and how it would be implemented...natural <br />resource protection tools and restoration strategies. <br /> <br />. Public facilities...police/frre/public works...community center...city hall <br /> <br />. Community Identity...Natural features discussion...change the <br />name.. .implementation strategies... <br /> <br />. Implementation Strategies...emphasis on zoning ordinance, redevelopment <br />studies, corridor studies, and community palticipation. <br /> <br />V. How does the plan become public policy. <br /> <br />. Planning Commission considers comments of record submitted at the public <br />hearing and forwards a recommendation on to the City Council. <br /> <br />. City Council reviews recommendation and any further information submitted <br />to City and orders plan to be submitted to the Metropolitan Council to review <br />the plan for consistency with Metropolitan Regional Growth strategy. <br /> <br />. Following approval by the Metropolitan Council, the plan gets adopted by the <br />City Council as public policy. <br />
