<br />e <br /> <br />e <br /> <br />ISSUES <br /> <br />A series of community meetings were held in fall of 1997 to discuss and identify the <br />critical issues that face the community. Through those meetings the following issues <br />were identified and defined: <br /> <br />MUSA Expansion: Where should the MUSA line expand? What uses should it expand <br />for (land uses such as housing, commercial, or industrial)? When should it expand and <br />how fast? Where does it stop? Should new schools be planned for within Ramsey and <br />will they be within MUSA? <br /> <br />Housing: What is the appropriate density for housing (large lot vs. smaller lot <br />developments)? Should Ramsey promote development of a wider choice of housing style <br />(townhouse, condo, and apartments) and size of homes? <br /> <br />Traffic: How can the problems of access, safety, maintenance and design of Highways 47 <br />and 10 be alleviated? Should public transit be made more available in Ramsey? How <br />does the community plan road improvements jointly with other jurisdictions like <br />MnDOT, Anoka and Sherburne County, and the Cities of Anoka, Elk River, Champlin, <br />and Dayton? Should another bridge be built to cross the Mississippi River, when and <br />where? <br /> <br />Park, recreation and trail systems: Who pays for the development of a park and trail <br />system? What kinds of parks get developed active or passive, neighborhood or regional? <br />Where should they develop? Should trails be developed that separate motorized traffic <br />from non-motorized traffic? <br /> <br />Rural Lifestyle or Atmosphere: What are the characteristics that define a rural lifestyle? <br />To what extent should it be preserved or restored (tree preservation/restoration)? <br /> <br />Protection of Property Rights: Should an owner have the right to divide his or her <br />property in accordance with the zoning code and city plans? Should a person have the <br />rightto do as he or she pleases on their property if it harms the values of neighbors' <br />property? What role should local government play in protection of property rights (code <br />enforcement)? <br /> <br />Taxes: What level of service should be provide and at what cost to the taxpayer? What <br />proportion of land uses (commercial, industrial, park, public and residential) can provide <br />for equality of the tax base? <br /> <br />A focus group process was used to further define and resolve these issues (see attached <br />report). <br /> <br />City of Ramsey Comprehensive Plan <br /> <br />Page 17 <br />
