Highway JO is of critical <br />importance from the standpoint of developing a strong community image. The land uc;e plan <br />intends to break up the strip commercial development pattern that historically has taken place <br />along the Highway 10 corridor by integrating well planned high and medium density housing <br />developments which then funher support the market. . The commercial development should focus <br />on key nodes along the corridor and serve the travelers along the corridor as well as adjacent <br />neighborhood residents. The commercial development along Highway 47 is more of a <br />commercial node pattern. The land use plan intends to continue development of community <br />commercial nodes that serve neighborhoods and travelers through particularly at the intersections <br />of County Road 116 and 153rd Avenue. <br /> <br />The locations of the limited areas of places to shop in the community play an important role in <br />wbat types of uses go there. The predominant use is gods/convenient stores that serve commuters. <br />Other uses might include fast food or sit down restaurant, grocery, small-scale retail trade and <br />services such as banking, real estate, legal services, dry-cleaning, day care etc... The Town <br />Center land use (defined later) is also intended to provide shopping services. <br /> <br />General Goal of Places to Shop <br />The following are the goals of the City relative to places to shop: <br /> <br />· To provide commercial/retail establishments to satisfy the basic needs of Ramsey residents <br />and commuters. <br />· To reduce traffic congestion and create an environment that conveniently and efficiently <br />serves the automobile. <br />· To create an image that is attractive, inviting to both pedestrians and automobiles and <br />displays an identity consistent with the overall community identity. <br />· To redevelop, improve and clean up underutilized commercial sites along Highway 10. <br /> <br />Places to Shop Policy <br />It is the policy of the City to: <br /> <br />1. Allow for the development of community convenience uses at the intersection of 153'11 and <br />Highway 47 and County Road 116 and Highway 41. <br /> <br />2. Control access to Highway 47 and Highway 10 in order to reduce traffic congestion and <br />improve accessibility to businesses. <br /> <br />3. Facilitate private sector redevelopment and rehabilitation of underutilized sites along the <br />Highway 10 corridor. <br /> <br />4. Provide safe and convenient access to places to shop from adjacent neighborhoods through <br />pedestrian trails and paths. <br /> <br />5. Discourage unplanned and strip commercial development along the Highway 10 Corridor. <br /> <br />6.
