This approach is intended to generate some discussion among you and <br />your staff and may need some refinement based on the City's desires. <br /> <br />THE PROCESS <br /> <br />Meeting One: City Council workshop with invites to the Planning Commission <br /> <br />The purpose of meeting one is to define the key issues that the City Council disagrees with or desires <br />to reach a public consensus on. Because the Planning Commission has approved the plan and <br />generally agrees with the policy within it, this meeting should be with the City Council. However, <br />it may be appropriate to have the PC members (or a few of them) attend to answer questions and <br />make sure the PCs position on the "issues" is accurately reflected. As I understand it, there are <br />basically two key issues that are causing conflicts, "Cluster Housing" and "Mixed Residential Land <br />Use." <br /> <br />The meeting will have the following components: <br /> <br />1. An educational process including. <br />~ Why cluster housing and mixed residential (why not standard or more typical development <br />and land use designations?) <br />~ Descriptions and examples of cluster housing and mixed residential (how do they work and <br />where have they worked). What are the pros and cons of such policy decisions? <br />~ A regional perspective... why the legislature required a growth strategy, and why each <br />community is expected to play its part by adhering to regional growth policy (how cluster <br />housing and mixed residential land use fit into this strategy) <br />~ Comp Plan vs. Zoning Ordinance: how are the comprehensive plan and zoning ordinance <br />different and how do they relate to one another (how do cluster housing and mixed <br />residential land use fit into a zoning scheme?) <br /> <br />2. Definition of the problems/issues <br />~ Given the above descriptions what are the key problems preventing the plan from becoming <br />public policy. A problem definition statement needs to be developed that clarifies the issues <br />that each council member has with the policy suggested in the draft comprehensive plan. <br /> <br />- 1 - <br />
