e

e

CASE # I

FIRE STATION SITE SELECTION STUDY
By: Community Development Assistant Sean Walther

Background:

The City Council directed City staff at the March 23, 1999 meeting to have a third party evaluate
potential sites for an additional Fire Station. Staff contacted Hoisington Koegler Group, Inc.
(HKGI) because of their familiarity with the future land use development plans and easy access
to mapping information. HKGI prepared a proposal to complete the study in the short timeline
(by April 13, 1999).

Enclosed for your review:

a) Memo from the Community Development Assistant dated March 24, 1999
b) Proposal prepared by HKGI outlining the tasks, tools and cost of the study
c) Electronic message from Brad Scheib requesting preliminary information
d) Product sample of the software HKGI would use in the analysis

Observations:

HKGI proposes to use Geographical Information System modeling software to analyze the
criteria Ramsey can provide regarding its fIre protection goals and other related information.
This system would help provide more accurate response time information based. upon travel
distance, speed limits, intersection traffic control, and perhaps traffic counts. Other important
factors such as vacant land, turnout time (time for firefIghters to get to the station house site(s),
etc. will also be considered and included in the computer modeling.

Recommendation:

The City staff recommends contracting with Hoisington Koegler Group, Inc. to perform the Fire
Station No.2 Site Selection Study. Also, City staff requests clarifIcation if the City Council
wishes to have site selection for one or two additional fIre stations.

Council Action:

Motion to:

Approve the contract as. proposed by Hoisington Koegler Group, Inc. for fIre station site
selection study.

Reviewed by:
City Administrator

cc: 03/30/99
