Water Resources Management -- (Jim Larsen, 651-602-1159 and Donald Bluhm, 651-602-1116) <br /> <br />This section addresses issues regarding the impact of the plan on (1) water supply, (2) wastewater and (3) <br />water quality. A review of the plan indicates that the plan is incomplete in all three areas. Specifically: <br /> <br />Water Supply: <br /> <br />The City completed a water supply plan consistent with Council requirements in 1994. The plan has <br />growth projections through 2010. Since the comp plan now goes through 2020, the City needs to add <br />projections through 2020. However, the City also needs to separate the growth projections in the final <br />document for rural and urban area, so new water system components (summarized on page 71 of the draft <br />document) can be projected according to the development that is to occur within the MUSA area. <br /> <br />Wastewater: <br /> <br />The City's plan update needs to include a complete Tier 1 Sanitary Sewer Element, which responds to all <br />of the specific points contained in the Council's May 1997 Local Planning Handbook from the top of <br />page 4.7 through the middle of page 4.8. As noted on page 67, the wastewater element was not yet <br />available at the time of draft plan submittal, rendering the submission incomplete. <br /> <br />The draft plan includes an implementation strategy on page 121 for a Septic System Management <br />Program. Council staff agrees that implementation of such a program is needed "in order to protect the <br />environment and health of the general public." In addition to the points listed as needed in a program for <br />the City, there should be an enforcement component. In order for the plan to be considered complete for <br />review, the formal review draft plan should include a copy of the City's on-site ordinance and a <br />commitment to implement such a management program. We would encourage the City to apply for grant <br />funds from the Council's Individual Sewage Treatment System Grant Program, as soon as possible, to <br />assist in the implementation of its planned program. Please contact Judy Sventek at 651-602-1156 for <br />more information and an application form. <br /> <br />Water Quality: <br /> <br />The draft document states on page 127 that the City will be drafting a local surface water management <br />plan (by August 2000) in response to the Lower Rum River WMO's recent adoption of an approved <br />second generation plan. In the interim, the City indicates it has adopted policy language consistent with <br />the Council's Interim Strategy. The City assured the Council in its 1995 Comp Plan update that it would <br />amend its land use controls to implement the strategy by January 1, 1995. The City should include in its <br />final draft plan, a copy of the land use controls it has put in place, to render the submission complete. <br /> <br />IN SUMMARY <br /> <br />This informal review of the draft comprehensive plan found that the Ramsey plan is incomplete in several <br />areas. Additional information and details are needed to address land use, plan implementation, <br />Mississippi River Critical Area, transportation, aviation airspace, water supply, wastewater handling, and <br />surface water management. <br /> <br />After reviewing these comments, you may wish to contact either sector representative Guy Peterson at <br />651-602-1418 or principal reviewer Jim Uttley, AICP at 651-602-1361 to discuss how you wish to <br />proceed.
