There are <br />several ways the city could handle this requirement. <br /> <br />. The city could require all systems to be inspected and/or pumped by a licensed <br />professional every three years. <br />. The city could require the homeowner, ifproperly qualified, or the homeowner's <br />agent to visually inspect the scum layers and send a card every three years <br />identifying if further inspection/pumping is required. <br /> <br />We are concerned that most homeowners with septic systems may not be equipped to <br />determine the adequacy of a system's operation as it relates to whether the system needs <br />to be pumped, proper positioning of baffles, and operating condition of the tank and drain <br />field. Council staffwould be happy to discuss aspects ofthe management program with <br />you. <br /> <br />Again, thank you for last Tuesday night's meeting, and I look forward to our continued <br />discussions on growth and development issues in the City of Ramsey and how we can <br />work together to achieve our mutual objectives. <br /> <br /> <br />Thomas C.
