Apply the natural resource and site development protection policies to the entire corridor, not just <br />to the riverfront area, "most sensitive areas", or PUD's. In site development policies #15, 16, add <br />the word "bluffs" and change "riverfront area" to river corridor. <br /> <br />. Add language from land use plan page 29 to Critical Area land use section, with the specific <br />objective oftransferrirtg development rights from river corridor bluffs and natural resources to <br />areas away from river. <br /> <br />. Add to Critical Area land use section an explanation of staging for development to 2010. It <br />appears that some of the area planned for mixed residential would remain rural for the next ten <br />years. Explain how the mixed residential will be applied to already platted lands and homes on <br />septic tanks. <br /> <br />. In land use policies #6 and #7, add a provision to require site plan for all developments, other <br />than a single family residence and list the criteria for minimizing corridor impacts. <br /> <br />. Add a policy that new or modified utility and transportation facilities shall complement planned ~ I~C/ <br />land and water uses and shall not stimulate incompatible development. <br /> <br />. Add soil suitability for septic tanks in development review for any areas where there are and <br />could be on-site waste disposal systems. <br /> <br />. Reword land use policy #2 because there is no shoreland requirement in place. Add policies to <br />protect the shoreline area and prevent riverbank erosion. <br /> <br />The proposed Critical Area plan supports many resource protection policies in MNRRA and others may <br />be addressed in Wild and Scenic River ordinances.
