The current 2000 MUSA was expanded
by 33 usable acres, yielding a total of 1318 developable acres. The expansion provided a slight
increase in residential area and commercial area. The developable industrial area remains the
same as in the current 2000 MUSA. These figures may be somewhat misleading as the City has
received additional phases of subdivisions which include all of the undeveloped residential
property in the proposed MUSA expansion.

TABLE 3
SUMMARY OF MUSA CHANGE, CURRENT TO PROPOSED

2000 MUSA Proposed 2000 M USA Change
Undeveloped Acres Undeveloped Acres
I Commercial 180 197 1 7
Industrial 215 215 0
Residential 99 115 1 6
Total 494 527 33

II. URBAN DEVELOPMENT

Population/Households and Employment

The 1989 Comprehensive Plan Amendment submitted population, employment and household
information which exceeded MC's estimates and forecasts. Based on Me staff review, the MDIF
forecasts for each of these factors were revised to more accurately reflect the current situation.

The following table outlines MDIF and revised City-wide population, household and employment
forecasts for the City of Ramsey as indicated in MC's June 30, 1989 review:

TABLE 4
MDIF AND REVISED FORECASTS 1990-2010
POPULATION, HOUSEHOLDS, AND EMPLOYMENT

1970 1980 1990 2000 2010
MDIF (revised) (revised)
Population 2,360 10,093 12,408 12,600 17,000 21,800
Households 647 2,660 3,641 3,500 5,000 6,341
Employment 102 310 875 600 1,200 2,000

As indicated, the number of households are expected to increase at approximately 135 per year
through the next decade. This would correspond to a population increase to approximately
17,000 residents by the year 2000.

\,

The 2010 forecasts are for sizing regional facilities such as sewers and highways. The revised
forecasts have been evaluated using the 1990 census data.

4
