The City of Ramsey, via a submittal dated January 26, 1989, <br />proposed MUSA expansion by 405 acres. The Metropolitan Council, on July 13, 1989, approved <br />an extension of 200 acres and, subject to conditions, approved the remaining 205 acres. This <br />minor comprehensive plan amendment is based on those submittals, and requests a ponion of the <br />205 acre ponion equaling a 44 gross acre expansion. <br /> <br />The conditional approval required Metropolitan Council review and approval of three city policy <br />issues. These are related to rural residential development density, to prohibition of on-site sewer <br />systems in the MUSA area and to mandatory connection to the municipal sewer systems when <br />service is available within the MUSA. These requirements were immediately met by City <br />resolution and have subsequently been implemented by adoption of City ordinances. The <br />applicable ordinances are included in the appendix of this submittal. This data is also responsive to <br />the Metropolitan Council staff repon dated July 20, 1989. <br /> <br />The Metropolitan Council staff repon included a number of requests that, while not conditions of <br />approval, were identified as desirable comprehensive plan amendments. These issues have been <br />addressed in this submittal and include: <br /> <br />1. MWCC monitoring of Anoka WWTP flows, MWCC evaluation of early phase out of the <br />Anoka VVWTP and an understanding that City of Ramsey REC's will be limited to 500 <br />between January 1989 and the completion by the MWCC of the plant phase out unless <br />monitoring data shows that additional flow is allowable (repon items 5, 6 and 7). <br /> <br />2. The City of Ramsey providing data on sewered household and flow projections and <br />incorporates the required on-site system and mandatory connection ordinances into sewer <br />policies (repon items 4,8 and 9). <br /> <br />3. The comprehensive plan should comment on (reponitems 10, 11, 13, 14, 15, 16,& 17): <br /> <br />a) Regional trail along the Mississippi River <br />b) Inconsistency of Mississippi River bridge that is proposed by the City <br />c) Continued City consideration of a T.H.#lO frontage road <br />d) Continued City review of land use compatibility adjacent to the airpon <br />e) Continued City review of land use compatibility adjacent to the sanitary landfill and to <br />"Site P" <br />
