<br />35 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Estimated wastewater flows for each watershed are illustrated by year through 2000 on Tables <br />16 and 17 and are summarized in Table 18. The estimated flow in 1989 was 0.076 mgd or <br />approximately 28 million gallons per year. For 1990, the MWCC estimates 0.10 mgd flow. <br /> <br />Figure 12 illustrates the existing sewered area within the City and proposed sanitary sewer <br />trunk extensions with a schedule for trunk extensions. <br /> <br />Wastewater flow for both watersheds is treated at the Anoka treatment plant with a rated <br />capacity of 2.46 mgd. The Anoka plant is being phased out with flows diverting to the <br />Metropolitan treatment plant via the Champlin-Anoka-Brooklyn Park interceptor. <br /> <br />Until the plant phase out is completed, the MWCC is monitoring sewer flow and the City is <br />tracking actual residential equivalent connections. Development proposals are being phased to <br />limit residential construction to comply with the temporary flow limitations of 500 REC's. <br />This policy was adopted by Council Resolution 89-06-130. It is estimated that this number of <br />REC's should be sufficient to last until late 1993 when the new treatment plant is completed. <br /> <br />A concern in the 1989 MC review was that the City was not diligently requiring connection to <br />City sewer when it became available within the urban area. Ordinance #89-25, adopted <br />September 26, 1989, clearly defines when sewer becomes available to a parcel. The City is <br />also considering the the revision of the current City Code in relation to the way in which hook- <br />up to City services is required and enforced. With the additional changes in these requirements <br />the City should experience additional single family hook-ups in the future. <br /> <br />Sanitary Sewer Plans <br /> <br />The City is currently reviewing and generating wastewater flow projections through the year <br />2010. This will be incorporated into the plan as a separate element upon completion. One of the <br />major considerations, however, is that Ramsey's wastewater flow be monitored to more <br />accurately determine flow. <br /> <br />X. DEVELOPMENT POLICY PLAN <br /> <br />General Development Policies <br /> <br />The following general policies and the specific policies relating to each policy area and the other <br />elements of the comprehensive plan shall be used to guide the development and use of land in the <br />City of Ramsey. Decisions concerning development will be made within the framework of the <br />adopted policies and plans. Proper planning procedures and development standards will assure <br />the best possible results within the realm of economic and legal feasibility. <br /> <br />1 . POLICY - Essential Services & Public Services (public and quasi-public uses such as <br />utilities, transportation, communication, water management, waste treatment or <br />disposal that serve a public need, or are deemed beneficial or essential to the public <br />health and safety). These land uses, being necessary for the public health, safety, and <br />welfare, and serving a pUblic good. may be located in any area where necessary to <br />perform their function provided an appropriate siting process is utilized in locating a <br />site. <br />
