Of the 44 acres to be added to the MUSA, 21 acres <br />are designated for commercial and industrial uses, and 23 acres for single-family residential <br />development. See Attachments 1 and 2. <br /> <br />REGIONAL POLICY ISSUES <br /> <br />Several regional policy issues are associated with this plan amendment. These issues relate to the <br />expansion of the MUSA, the impact of planned land uses on a metropolitan highway, and <br />available sanitary sewer capacity at the Anoka Wastewater Treatment Plant (WWTP). <br /> <br />In 1989, the Metropolitan Council reviewed a plan amendment from the city of Ramsey <br />requesting a 405-acre Metropolitan Urban Service Area (MUSA) expansion. As part of that plan <br />amendment, the city was able to. demonstrate a need for the 405-acre MUSAexpansion. The <br />Council granted a 200-acre MUSA expansion and committed to the remaining 205 acres when the <br />city submitted a future plan amendment changing its rural service area, on-site system and sewer <br />service availability policies, and completed an analysis that evaluated the potential impact of <br />planned land uses on TII 10. . <br /> <br />The city of Ramsey has included as part of this plan amendment policies that limit development in <br />the rural service area, concentrate development and urban facilities in a defined urban service <br />area, tightly regulate on-site septic systems and define when local residents will be required. to <br />connect to sanitary sewer service. The city's ordinances implementing these proposed policies <br />were attached to the plan amendment as an appendix. <br /> <br />The city has not fully evaluated the impact of planned land uses on TII 10 as part of this plan <br />amendment.
