<br />availability. The city has proposed policies as part of this plan amendment to accomplish <br />these three tasks. <br /> <br />3. To date, the city has not completed the comprehensive traffic analysis that in 1989, the <br />Council indicated was necessary before the Council would consider further expansions to <br />the city's \lrban service area. <br /> <br />4. The traffic an'alysis in the plan amendment is incomplete because trip generation from <br />commercial and industrial land uses are not fully considered. <br /> <br />5. The proposed 44-acre MUSA expansion has the potential to have a negative impact on TH <br />10, a metropolitan highway. This is inconsistent with the criteria for expanding the MUSA <br />as outlined in the Council's Interim Policy For Reviewing Metropolitan Urban Service Area <br />Expansion Requests. <br /> <br />6. The 44-acre Metropolitan Urban Service Area expansion will have little impact on the <br />Anoka Wastewater Treatment Plant. Little additional discharge to the. facility could be <br />allowed beyond the 44-acre MUSA expansion, however, until after 1993 and phase-out of <br />the plant is complete. <br /> <br />7. The Metropolitan Council has recently adopted an interim strategy to reduce nonpoint <br />source pollution to all water bodies in the metropolitan area. This strategy was not used to <br />review the proposed plan amendment because the strategy was adopted by the Council <br />after receiving the plan amendment. <br /> <br />8. The Gateway Airport in the city of Ramsey is part of the metropolitan aviation system. <br />This facility has recently been closed and removed from the city's comprehensive plan map. <br /> <br />9. A segment of the proposed North Mississippi Regional Trail is located on the property the <br />city of Ramsey has proposed for addition to the MUSA The segment of the trail included <br />in this plan amendment will provide a connection to Mississippi-West, an Anoka County <br />park on the Mississippi River. <br /> <br />RECOMMENDATIONS <br /> <br />That the Metropolitan Council: <br /> <br />1. Adopt the staff report and findings as stated above as part of these recommendations. <br /> <br />2. Inform the city of Ramsey that pursuant to the Metropolitan Land Planning Act <br />(Minnesota Statutes Sec. 473.175, Subd. 1), the city should modify its plan amendment and <br />remove the 44-acre Metropolitan Urban Service Area expansion. The plan modification is <br />required because the city has not completed a comprehensive traffic analysis that evaluates <br />the potential impact planned land uses will have on TH 10 and because the proposed 44- <br />acre Metropolitan Urban Service Area expansion has the potential to negatively impact <br />TH 10, a metropolitan highway. <br /> <br />3 <br />
