<br />SUPPORTING ANALYSIS <br /> <br />Metropolitan Development and Investment Framework <br /> <br />The city of Ramsey is a suburban community located partly in the Council's developing and rural <br />service policy areas. The city is located in western Anoka County and is bordered by Sherburne <br />County on the wes~" the townships of Bums and Oak Grove on the north, the city of Andover <br />and Anoka on the east, and the city of Dayton across the Mississippi River in Hennepin County <br />to the south. <br /> <br />In 1989 the Council reviewed a plan amendment from the city of Ramsey requesting a 405-acre <br />expansion of the MUSA (See Referral File 13834-3). The Council granted a 2oo-acre MUSA <br />expansion and committed to the remaining 205 acres after the city of Ramsey accomplished the <br />following tasks: <br /> <br />* <br /> <br />submit a comprehensive plan amendment to the Metropolitan Council and adopt a <br />zoning ordinance requiring a rural residential development at a density of one unit <br />per 10 acres calculated on the basis of 40-acre parcels; <br /> <br />* <br /> <br />submit a comprehensive plan amendment and a revised on-site septic system <br />ordinance that conforms with Minnesota Rule 7080 and prohibits the use of package <br />treatment plants and communal drainfields. in the MUSA; <br /> <br />* <br /> <br />submit a comprehensive plan amendmeIit and adopt an ordinance that defines "sewer <br />availability," in accord with MWCC requirements, and requires existing and new <br />development to connect with municipal sewers within two years after sewer is <br />available; <br /> <br />* <br /> <br />submit as part of a. comprehensive plan amendment an evaluation of the potential <br />impacts planned land uses will have on the metropolitan highway system. Land use <br />strategies should be developed in conjunction with highway system management <br />strategies to ensure that locally generated traffic does not exceed the metropolitan <br />highway system capacity. <br /> <br />As part of this plan amendment the city is proposing policies that limit development in the rural <br />service area of the city and concentrate development and urban services within a defined urban <br />service area. Tne city is aiso proposing policies that tightly regulate the installation and <br />maintenance of on-site septic systems and relatdd sanitary sewer service availability. The city has <br />included as an appendix to the plan amendment the relevant local ordinances to implement these <br />policies. <br /> <br />The city, however, has not addressed the metropolitan highway capacity issue as part of this <br />comprehensive plan amendment. The city plans to submit a comprehensive plan amendment by <br />late-1993 that addresses this and related issues. This issue is discussed further in the <br />transportation section of this report. <br /> <br />5 <br />
