<br />Community Development Director Trudgeon explained there is a large lot in the area that serves <br />as a drainage area. <br /> <br />Councilmember Elvig asked whether there are concerns about fire safety with this cul-de-sac. <br /> <br />Fire Chief Kapler explained he has spoken against cluster developments, but the big difference in <br />this situation is that it is a municipal water area, whereas in the cluster areas they would need to <br />haul water in and out, which is a huge concern. The situation is not ideal, but it is acceptable <br />with the troubled location and access. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to approve the <br />preliminary plat for Amber Ridge 2nd Addition contingent upon the following: <br />a) City Council and Metropolitan Council approval of the Comprehensive Plan <br />Amendment and rezoning <br />b) Compliance with City Staff Review Letter dated June 29, 2006, revised August 3, <br />2006. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Cook, Elvig, <br />Jeffrey, and Pearson. Voting No: None. <br /> <br />Case #3: <br /> <br />Request for Comprehensive Plan Amendment; Case of E & G Development, <br />LLC <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #06- <br />08-247, contingent upon preliminary plat approval, declaring findings of fact and approving the <br />request to amend the Comprehensive Plan and designate the future land use of Outlot B, Amber <br />Ridge as Low Density Residential; further to direct City Staff to forward the necessary <br />documentation to Metropolitan Council. <br /> <br />Councilmember Strommen stated she appreciates staff going through all of the issues in the <br />interim policy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Request to Rezone Outlot B, Amber Ridge from R-2 Residential to R-l <br />Residential; Case of E & G Development, LLC <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to adopt Resolution #06- <br />08-248 adopting Findings of Fact #0771 relating to a request from E & G Development to rezone <br />Outlot B, Amber Ridge from R-2 Medium Density Residential to R-1 Residential, and to <br />introduce an ordinance to rezone Outlot B, Amber Ridge from R-2 Medium Density Residential <br />to R-1 Low Density Residential. <br /> <br />Motion carried.
