<br />Councilmember Jeffrey: aye <br />Councilmember Olson: aye <br />Councilmember Pearson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carried. <br /> <br />Councilmember Strommen left the Council dais. <br /> <br />Case #13: <br /> <br />Confirmation of Potassium Street Property Acquisitions <br /> <br />City Attorney Goodrich reviewed that Council commenced an eminent domain action to acquire <br />the right-of-way necessary for the improvement of Potassium Street. At a closed attorney/client <br />meeting the Council authorized settlement offers to various property owners for payment of their <br />respective damages. Staff has been able to negotiate the settlements with the owners in the <br />amounts described on Schedule A, which is included in the Council's packet. The Settlement <br />Agreements with the respective property owners are being brought forward for Council approval. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to approve Settlement <br />Agreements with the respective property owners listed on the attached Schedule A for <br />acquisition of the Potassium Street right-of-way in the format as attached. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Jeffrey, and <br />Pearson. Voting No: Councilmember Elvig. Absent: Councilmember Strommen. <br /> <br />Councilmember Elvig stated he has never been in agreement with the procedure of these <br />acquisitions. <br /> <br />Case #14: <br /> <br />Update to River Bank Water Supply Collection System Pilot Study <br /> <br />Public Works Director Olson reviewed that the River Bank Water Supply Collection System <br />Pilot Study was approved in November 2005, and resulted in an agreement from the Anoka <br />County Parks Department to allow the City to utilize the Mississippi West Regional Park for <br />their analysis of the Mississippi River for water supply purposes. The idea had been that the <br />proposed water supply facility will draw indirectly from the river using a riverbank infiltration <br />system. This will require constructing a series of wells, horizontal collectors or infiltration <br />galleries on the riverbank. Pumping water from these devices will lower the local water table <br />under the river and water will flow from the river into the aquifer. <br /> <br />Public Works Director Olson advised initial investigations have indicated that there is not <br />enough capacity in the test wells that have been constructed, indicating that there must be a <br />confining layer between the river bank and the river, and that they are only drawing on ground <br />water. A solution to this is pulling water directly from the surface water supply or the river; <br />however, this will require using the pilot plat for a longer time, of approximately 8-9 months <br />instead of 3-4 months. Mr. Olson advised it will be necessary to investigate further by exploring <br />the geology of the area.
